By default the Upsells will apply to all customers. If you only want to show Tier Pricing to customers from certain country, enable the Only apply tier pricing to the following countries checkbox:
Proceed to select the countries that will see this tier pricing (you can select more than 1 countries):
Known Limitations
If two tier pricing for different locations features the same product, only the tier pricing created later will take effect on the product.
We will be enhancing in future updates to this feature so that two different locations can feature two different sets of tier pricing and discounts.
